Our commitments

During the Inter-Ministerial Committee for the Sea (CIMER) last November, the government decided to integrate the ports of Le Havre, Rouen and Paris into a single public port establishment on the Seine.

On 7 February 2019, the Prime Minister announced the appointment of Catherine RIVOALLON as the first head of this new ensemble. Catherine RIVOALLON, currently Chair of the Board of Directors of Ports of Paris, is an expert in the logistics sector, supply chain management in international environments and attentive to sustainable development issues.

To carry out her mission successfully, Catherine Rivoallon will rely on the management teams and all the employees of the three ports, as well as a prefiguration committee chaired by Valérie Fourneyron. This committee includes Thierry TUOT, State Councillor, Gilles BELIER, Lawyer, member of the High Council for Social Dialogue, as well as Emmanuèle Perron and Frédéric Henry, Presidents of the Supervisory Boards of the ports of Le Havre and Rouen respectively.

This "new single port complex" will collectively have to be better integrated into the organisation of major international maritime transport flows and the implementation of efficient and innovative logistics chains, which are essential for the development of our industry, our exports and the attractiveness of the territories and employment.

The three ports coordinate their investments, developments and environmental policies in order to offer a competitive commercial offer.
France's leading container port for foreign trade and the 5th largest port complex in the North European range, the leading cereal exporting port in Western Europe and the leading logistics hub in France, HAROPA participates in numerous events, exhibitions and business events in France and abroad. As a single point of contact for customers who require an end-to-end service offer, HAROPA responds effectively to the needs identified.

HAROPA is also:
- more than 120 million tonnes of maritime and river traffic
- 7% market share on all maritime containers traded via the northern range from Le Havre to Hamburg
- nearly a thousand hectares of land and land reserves intended for industrial and logistical establishments
- 64,000 direct jobs and a total of about 160,000 jobs

Our environmental policy

The Seine Estuary forms a territory of great ecological richness that needs to be protected. It constitutes a vast set of natural environments and habitats and is home to a large number of protected species. Various protection measures exist to preserve this natural resource as much as possible: Natura 2000 (and its Special Protection Area for Birds); the Seine Estuary Nature Reserve and the Boucles de la Seine Regional Nature Park.
Since its creation in 2012, HAROPA has been working to reconcile port activities with environmental protection.

HAROPA's environmental policy is characterised by the systematic search for the least environmental impact and the implementation of effective and ambitious solutions for the protection of natural environments and the enhancement of city-port interfaces in their social and urban dimensions.
Feedback is shared and joint actions are proposed: common guidance documents, shared studies such as the one carried out on industrial ecology along the Seine axis, generalisation of the ESI (Environmental Ship Index) on the Seine axis, etc. It is also a question of pre-positioning environmental issues upstream of each development project in the three ports.

To implement HAROPA's environmental actions, there is:

> an Environmental Management System, allowing environmental issues to be taken into account in all activities along the Seine axis.

Our "Smart corridor" approach"

An innovative port corridor to sustainably improve the quality of services for customers and territories.
"Smart", because it aspires to develop a new model of urban and industrial port territory integrated through innovation. HAROPA relies on the development of intelligent data management tools to improve the quality of service for its customers and the region in a sustainable way. A port capable of modernising its facilities and assets to increase economic performance while limiting its environmental footprint.

"Corridor", because it has a land-use planning function. Shipping companies, terminal operators, customs, carriers etc. : the multiplicity of stakeholders makes the supply chain complex. Within this ecosystem, HAROPA appears as a geographical space similar to a vast corridor, capable of interconnecting all players so that each stakeholder can receive and share relevant information in an efficient way.
